Solving the problem:
- Measure the distance from the Capitol building to the Washington monument on the picture (10.5 in)
- Find the amount of feet in 1.2 miles (6,336 ft)
- Find the amount of inches in 6,336 ft. (76,032 in)
- Find the picture inch to ruler inch ratio (76,032/10.5 = 7241.14in/in)
- Find the picture feet to ruler inch ratio (603.43 ft/in)
- Find area of all spots representing people (Using squares or triangles to outline population marks, whichever fits best)
- Convert measurements to picture feet (Multiply ruler inches by 603.43)
